Tabemasu ka? means
both ‘ are you going to eat’ and ‘Do you want to eat’. The meaning is based on the context of the conversation.
Nomimasu ka? means
both ‘ are you going to drink’ and ‘would you like/want to drink’. The meaning is based on the context of the conversation.
